Gothenburg has to pay a financial penalty if it misses certain annual sustainability goals.
* The City of Gothenburg, Sweden's second city, has a "sustainability linked loan" (SLL) agreement with its banks.
* The SLL has four target areas:
+ Renewable energy as sole source of heat production
+ Electric vehicle fleet for council vehicles
+ Reduced energy usage in municipality-owned buildings
+ Improving poorest neighbourhoods
* If the city meets agreed annual improvement levels, it gets a 0.1% discount on the loan fee (around $10,500).
* If it misses targets, it faces fines of up to 150,000 kroner.
* In 2024, Gothenburg missed its target for switching to renewable energy and will be fined 150,000 kroner.
* However, it exceeded targets for reducing energy usage and improving neighbourhoods, resulting in a discount on the loan fee.
* City officials say they set "ambitious" targets to drive progress towards carbon-free goals by 2030.
* Critics argue that the city's focus on environmental goals may come at the expense of underprivileged areas, where more resources are needed for education and employment.
