Charities and childcare centres say they are being hit by the tax increase but cannot raise prices.
Employers such as charities and some nurseries claim that unlike businesses, they cannot increase prices due to government regulations.
The NIC increases will cost Acorn Day Nursery £35,000 more per year, while charity Brainwave faces an additional £72,000 in annual costs, which it says is unsustainable.
Charities and nurseries argue that the government should provide support for employers who are affected by the NIC increase.
A Treasury spokesperson said that private companies contracted by the government will not receive specific support for NIC increases, but charities and public sector employers may be eligible for relief.
