It is the third-largest fine the communications watchdog has ever issued.

* Ofcom said the fine would have been £30m but was reduced by 30% due to Royal Mail's admission of its failings.
* The regulator has warned that fines are "likely to continue" unless Royal Mail delivers a credible improvement plan.
* Citizens Advice has expressed concern that the fines may not be enough to improve the company's service, saying that missed post can have real-life consequences for customers.
