The Capture IT system predated Horizon, and victims are potentially in line for payouts of up to £300,000.
A pilot version of the scheme is now open for 150 applicants, with successful claimants receiving £10,000 upfront. An independent panel will then assess each case for a final award of up to £300,000, with possible higher payments for "exceptional" cases.
The scheme's eligibility criteria excludes those with criminal convictions related to Capture, who must pursue their claims through the Criminal Cases Review Commission or its Scottish equivalent. The panel can award more than the £300,000 limit in cases that are "particularly severe and supported by detailed evidence".
Families of deceased sub-postmasters or those who lack capacity to apply themselves can also apply on behalf of loved ones. Once the pilot scheme is evaluated for fairness and accessibility, it will be implemented more widely.
The Capture compensation scheme was announced in June and follows a report from forensic accountants Kroll Associates concluding that faults with Capture likely resulted in shortfalls at Post Office branches.
