The compromise deal would allow the NHS to overspend this year.
* The NHS will be allowed to overspend this year by £1bn to cover the cost of pay-offs, but will recoup the costs through future savings.
* 18,000 admin and managerial jobs will be cut, with NHS England being brought into the Department of Health and Social Care.
* The reforms are expected to raise £1bn a year by the end of the parliament and improve services for patients.
* Every £1bn saved in bureaucracy costs is equivalent to funding an extra 116,000 hip and knee operations.
* NHS Providers' chief executive Daniel Elkeles said the redundancies are a "pragmatic step" that will allow planned job cuts to go ahead.
* Patricia Marquis of the Royal College of Nursing warned that the redundancies could backfire and have negative consequences for patient care.
* Health Secretary Wes Streeting said the reforms are necessary to prioritize front-line care and reduce bureaucracy.
