When the partnership was unveiled in September the UK government said it would "shape the futures of millions of people".
The Technology Prosperity Deal, announced during President Trump's state visit in September, aimed to boost cooperation on AI and quantum computing. However, the two sides have broader disagreements, including digital regulations and food safety rules.
The White House has not commented directly on the issue.
Michael Kratsios, Trump's science adviser, said the US hoped to restart talks once the UK had made progress in implementing its commitments under the Economic Prosperity Deal.
£31 billion in investment plans from tech giants such as Microsoft and Google remain unaffected by the stalled negotiations.
