Tue, 16 Dec 2025 EU waters down plans to end new petrol and diesel car sales by 2035

Carmakers, particularly in Germany, have lobbied heavily for concessions to the planned rules.
The remaining 10% can be made up of conventional petrol or diesel cars, along with hybrids. Carmakers will have to use low-carbon steel produced in the EU in their vehicles and increase biofuel and e-fuel usage. Opponents warn this could undermine the transition to electric vehicles and leave the EU vulnerable to foreign competition. T&E UK's director Anna Krajinska said: "The UK must stand firm. Our ZEV mandate is already driving jobs, investment and innovation into the UK." ACEA's Sigrid de Vries stated that flexibility for manufacturers was urgent, saying: "Policy makers must provide breathing space to manufacturers to sustain jobs, innovation and investments."
