Carmakers, particularly in Germany, have lobbied heavily for concessions to the planned rules.
The remaining 10% can be made up of conventional petrol or diesel cars, along with hybrids. Carmakers will have to use low-carbon steel produced in the EU in their vehicles and increase biofuel and e-fuel usage.
Opponents warn this could undermine the transition to electric vehicles and leave the EU vulnerable to foreign competition.
T&E UK's director Anna Krajinska said: "The UK must stand firm. Our ZEV mandate is already driving jobs, investment and innovation into the UK."
ACEA's Sigrid de Vries stated that flexibility for manufacturers was urgent, saying: "Policy makers must provide breathing space to manufacturers to sustain jobs, innovation and investments."
