Wed, 07 Jan 2026 Learner drivers may have to wait six months before taking test

A minimum learning period of up to six months could be introduced for learner drivers

* Learner drivers could face up to six months between passing theory test and taking practical test, including informal learning with parents or guardians.
* Plan subject to consultation on whether the minimum learning period should be three or six months.
* Proposal aimed at developing learner drivers' skills, including driving in different conditions, reducing collisions by up to 32% as seen in other countries.
* Majority of driving tests taken by under-25s, with around 55% of tests taken by drivers aged 17-24.
* Proposed changes could mean teenagers would need to wait until at least 17.5 years old to take practical test.
* Campaigners for "graduated driving licences" (GDLs) welcome the plan but call for additional post-test safety precautions, such as restrictions on carrying passengers or driving at night.
* AA welcomes measures but says not introducing GDLs is a missed opportunity and that limiting same-age passengers in cars would save lives.
* Road safety strategy also includes plans to lower drink-driving limit in England and Wales, cut speeding and mobile phone use, and introduce new powers to suspend licenses for suspected offenders.
