Tue, 13 Jan 2026 Government sets out plans for north of England rail investment

The scheme will be delivered in phases, starting with upgrades to lines between Leeds, York, Bradford and Sheffield.
The project aims to deliver faster journeys and more frequent trains across the North, with an initial £1.1bn allocated for design and preparation. Construction is expected to start after 2030 and will be delivered in phases, starting with upgrades to lines between Leeds, York, Bradford and Sheffield. The second phase will involve building a new route between Liverpool and Manchester, while the third will improve connections between Manchester and cities in Yorkshire. The government claims the project will transform travel in the North, shortening commutes and encouraging investment across the region, potentially adding up to £40bn to the UK economy. Prime Minister Sir Keir Starmer said the project is a step towards delivering real change for the north of England. However, the opposition has accused the government of watering down plans for Northern Powerhouse Rail. The project will be part of a wider Northern Growth Strategy, which will be published in spring. Improvements to railway stations are also planned, including new stations at Bradford and Rotherham Gateway. A business case to reopen the Leamside line in the North East will also be pursued.
