* Private e-scooters are only allowed on private land with owner's permission, but many are still ridden on public roads and pavements.
* Police seize hundreds of e-scooters and e-bikes every year that are being used illegally.
* Government has reiterated existing laws, but Transport Secretary Heidi Alexander has suggested new laws could be introduced if parliamentary time becomes available.
