John Healey will detail plans to spread growth more widely across the UK, ahead of his first Budget.
He will unveil a £150m fund for companies in northern England, part of a wider plan to generate economic growth across the country.
The fund, backed by money already allocated to the British Business Bank, will provide investments ranging from £5m to £15m to innovative and fast-growing firms, particularly university spin-outs and ambitious businesses.
Healey's speech comes amidst concerns about government borrowing costs and inflationary impacts of the Iran war.
